THE COLLEGE AT LARGE

There are many individuals who do not understand the difference between the ICD USA Section, and the ICD College at Large.

Briefly, the ICD USA Section, or Section 1, is one of thirteen Sections which, together, constitute the ICD College at Large. The members of Section 1 are the Fellows in the United States. Within Section 1 there are seventeen Districts which correspond to the 17 ADA Districts. Each District has a Regent and a Vice Regent, and each state within a District has a Deputy Regent. Some of the larger states, such as New York and California have more than one Deputy Regent. The Section also has an Executive Committee which consists of a President, Past President, President Elect, Vice President, Treasurer, Registrar, Deputy Registrar and Editor.

The members of the ICD College at Large are all of the Fellows in all of the Sections from around the world, including the Fellows in the United States. U. S. Fellows comprise about sixty percent of the total College membership.

The International Council is the governing body of the College at Large. The Council is comprised of the Officers of the College and the Councilmen elected to the International Council by the various Sections. In addition, the Immediate Past President serves as a voting member of the Council. At present the United States elects ten Councilmen, Europe elects three, and Canada, India and Japan have two each. The International Section is authorized for four Councilmen. All of the other Sections have one Councilman. Thus, the International Council may have thirty elected Councilmen, five Officers, and the Immediate Past President for a total of thirty-six voting members.

In addition to this, the President of the College at Large is a Fellow from the United States every other year. Therefore, the United States usually has twelve voting members on the Council because the American Past President and President Elect, or the American President and Vice president, usually serve concomitantly.

The International Council meets once a year. The meeting is always held in conjunction with a meeting of an autonomous Section. It is held in the United States every other year. A thorough understanding of the structures of the ICD USA Section and the College at Large can be had by reading the Constitution and By-Laws of each organization available online at www.usa-icd.org and at www.icd.org.
